WELCOME - THE MAA-NULTH FIRST NATIONS

We are pleased to take this opportunity to inform you of the status of the Maa-nulth First Nations Final Agreement (FA). The ratification process as outlined in the Maa-nulth FA requires that the five Maa-nulth First Nations, British Columbia and Canada approve the FA.

  1. The five Maa-nulth First Nations have ratified the Maa-nulth FA - Complete
  2. The Provincial Government has ratified the Maa-nulth FA - Complete
  3. Federal Government - In Progress
Next Steps

Once ratified by the Federal government, the three parties (Maa-nulth First Nations, British Columbia and Canada) will meet to discuss the Effective Date (ED): the date upon which the Maa-nulth FA will take effect. The ED will not be immediately following the Federal ratification process, it will be discussed and agreed upon based on what is practical. During the ratification process, it was anticipated that the ED would be in late 2009 or early 2010. In the coming weeks and months you can anticipate the following to occur:

  1. Pre-Effective Date: Readiness Phase
    • Chiefs and Councils and teams preparing and planning to ensure the work required is done in an orderly fashion by prioritizing our activities and deciding which authorities to take on.
    • Prepare to take on the authorities in the Treaty by preparing laws, policies, etc.
    • Develop systems and capacity (training and education), managing resources effectively
    • Putting our new government structures in place according to our First Nations Constitutions

  2. Post Effective Date: True Implementation
    • Exercising self government by our Constitutions, laws, regulations and policies
    • Drawing down additional authorities in the Treaty as appropriate for that particular Nation
